Fuel And Endurance
Upgrade the fuel capacity of your Surveillance Drone fleet, letting them fly further for longer, and in adverse weather. Increases the time that a Surveillance Drone can remain on a zone.
Fuel Hoarding
Ration distribution of fuel and confiscate it from civilians as needed to ensure the military get all the fuel they need. Increase speed of military units, but decrease Support Levels.

Support manufacturing projects to provide more jobs across a wide range of industries. Significantly increases Support Level especially in Urban zones. Hostile population reduces effectiveness.

Work with local people to understand their roads, power and telecoms requirements.
Interpreters & Guides
Embed interpreters and local guides within each soldier unit to help them communicate with local communities. Soldiers gather Intel quicker and increase local Support Level.
Intimidation Tactics
Warlord publicly threatens National soldiers and their families with 'collective responsibility' for failure to win in combat. Increases National soldier strength, but decreases Support Level.

Encourage legitimate land trade by arbitrating new contracts and clarifying land ownership laws. Helps job market. Significantly increases Support Level. Hostile population reduces effectiveness.

Begin construction efforts on the Large Infrastructure Project in the region. Convoys will drive through the region to bring equipment and materials to the Large Infrastructure Project. Cost increases depending on the state of Large Infrastructure Project when work begins.
