Pause the operation and open the reputation breakdown. If lack of stability is reducing reputation, inspect the concerns in unstable zones. If insurgent control is causing the loss, check the areas held by insurgents and the routes into nearby zones.
Meet concerns and check rollout
Water Supplies, Core Health Care and education initiatives address specific civilian needs. Fund the initiatives that match the concerns shown in the affected zones, then check their rollout progress.
